Frankly it’s the same in most bureaucracies in the world your annoyance level is linked to your own patience/relcalcitrance level.
Expect to wait + do as your told = easy peasy!
You just have to learn that there is no point going against anything – just fill the forms in properly, follow their directions and it will happen, it’s when you do things they are not used to (like objecting or refusing, even once, to do what they ask) that you will have problems.
Then again maybe I don’t count, I’ve never met a Frenchman or woman who wasn’t completely lovely! :P
