Is that really a toilet in Japan? How do you sit on that thing? I’m thin, but I’m over six feet tall, and I would find sitting on that (probably with my legs in the air) extremely uncomfortable.

So are they vandalizing, or is this being allowed by the owners of the toilets?

This is good if it curbs toilet paper use, though (well, assuming that it’s only curbing unnecessary toilet paper use).
I see lots of vandalism at eye level above urinals, and rarely is it motivational. In fact, just the other day there was a bunch of (I assume fresh) spit right at eye height. I was kinda grossed out.
